There are 3 main age categories for hair: toddler, child, and adult. Teenagers, Young Adults, Adults, and Elders have access to all hair colors. Presumably because it is assumed that children whouldn't be dying their hair unnatural colors, and would not naturally have the salt and pepper styles.
